When you'll enter windows 8.1 home page, you'll we welcomed with a bold white message "The New Windows" on a colourful detatchable laptop in the background and there itself you get the hint that it is best suited for hybrid touch interface.
Coming to the price:- the good news is windows 8.1 is for free and the bad news - only for windows 8 users. So if you're not using a registered windows 8, you need to pay $119.99 ( Rs. 7587 approx ) to buy the full version.

When windows 8 was launched last fall most of the people were reluctant to upgrade to windows 8 as microsoft made some changes like removing the start button and adopting the new start page which was more touch-friendly. Now they are back with windows 8.1 with start button and many more features like universal search, better apps, IE 11, screen splitting etc.
The above video was released by microsoft prior to its launch, where Jensen Harris from the windows team shows what to expect from the new windows.
Windows 8.1 is a clear improvement over Windows 8, and for that Microsoft should be commended. The split-screening is effective.
But the OS is not out of the woods yet. There are still a lot of intuitive things Microsoft could be doing here; options that seem so forehead-slappingly obvious, such as a screen of currently running apps, they probably should have gone into this update.
